The win plan
Save a contract and a win plan appears on its page: the steps between today and a submitted bid, in order, with the deadline working backwards. It lives on the contract itself rather than in a separate planner, because a plan you have to go and find is a plan you do not open.
The application guide
For a contract you are serious about, the guide reads the solicitation and lays out what is being asked, what you have to attach, and where the traps are. It is written against that document, not against a template.
Both live inside the contract page. There is no separate win plan screen to hunt for — open the contract and it is there.
