What a set-aside is
A set-aside is a contract the government reserves for a specific group of small businesses, keeping large firms out of the competition entirely. It is the single biggest lever a small business has: instead of competing against everyone, you compete against a narrow pool that looks like you.
The government sets annual goals for how much work goes to small and disadvantaged businesses. Set-asides are how those goals get met — which means the demand for qualified small firms is built into the system.
The main types
Most set-asides fall into a handful of categories:
- Small business set-aside
- reserved for any qualifying small business in the NAICS code.
- 8(a)
- for socially and economically disadvantaged small businesses, a nine-year development program.
- HUBZone
- for businesses in historically underutilized business zones.
- WOSB/EDWOSB

- for service-disabled veteran-owned small businesses.
- Sole-source
- some set-asides can go to a single qualified firm without full competition, under thresholds.
How to qualify
Qualifying is about registration plus certification:
- Register in SAM.gov and keep your size and status current.
- Get certified for the programs you qualify for (8(a), HUBZone, WOSB, SDVOSB) through the right authority.
- Match your NAICS codes and size standards so you count as small where it matters.
- Keep certifications active — they expire, and an expired status quietly removes you from the pool.
