Almost always. The solicitation will name the licensing requirement, and the contracting officer will verify it. If you're licensed in one state and the work is in another, read the requirement carefully before you invest time in the bid.

What NAICS codes do HVAC and electrical contractors use?
238220 (Plumbing, Heating and Air-Conditioning) and 238210 (Electrical Contractors) are the core. Facility-wide contracts often use 561210 (Facilities Support Services), which many trades miss because it doesn't sound like their work.
Can I bid on federal work in multiple states?
