No. Any business with an active SAM.gov registration and a UEI can bid on open federal work. A certification does something different: it unlocks contracts that are reserved — nobody without it can compete for them. It widens the pool you can win, it is not a ticket to the door.
Which certification is worth pursuing?
The one that matches the work you already win. Chasing a certification for a category with little open work in your NAICS codes is months of paperwork for a pool that does not exist. The counts on this page are live, so you can check the pool before you commit to the process.

Can I bid on an 8(a) contract without being 8(a)?
No. A set-aside is a legal restriction on who may submit, not a preference. This is exactly the mistake that costs small firms whole weeks, and it is the reason eligibility is part of the score rather than a footnote.
