How to read an 80-page solicitation in five minutes
Federal solicitations are long, and almost all of it is boilerplate. Four sections decide whether you should bid.
Start with the set-aside and NAICS
On the cover page. If you don't qualify, stop reading — the rest doesn't matter.
Then Section L and M
L tells you how to submit. M tells you how they'll score you. If M rewards past performance you don't have, you're bidding to lose.
Then the PWS or SOW
The actual work. Everything else is contract language you can read once you've decided to bid.
Then the due date — and watch it
Amendments move it. That's the single most common way a good bid never gets submitted.
